DESCRIPTION
SAY sends a message to all currently awake characters at your
location. A single quote mark (') can be used as a synonym
for say.
TELL sends a message to a character anywhere in the world. The
character must be awake and listening. TELLing someone across
the world takes a lot of effort, so expect some minor stamina
loss for each issued TELL.
REPLY sends a message to the last character who sent you a TELL.
This command will work even if you can't see the character, and
without revealing their identity.
SAYTO sends a message similar to SAY to a chosen target, but
works similar to WHISPER in that the contents of the message
are not displayed to other people in the same location. Other
people in the location will just see 'x says something to y.'

Many NPCs will only respond to the SAYTO command, not to SAY. You can send tells to NPCs that are in the same room to little purpose, but the reply command will always reply to the last player controlled character you were speaking to.
Each tell will cost you 10 points of stamina.
