SYNOPSIS
evoke ice <victim>
DESCRIPTION
This evocation calls upon the chill of icy cold areas on the elemental
plane, causing the water on the victim's skin to freeze. The target will
be harmed by this effect, and there is also a chance that they will be
frozen stiff for a few seconds.
