The healing spell (not refresh) the fountain provides is the equivalent of cure light. However, it cannot be used in battle.
This spell probably deserves to be more popular than it is. Very useful for regenerating player forms: at mid-fourth class I counted 27 curing charges worth 60 hp each. That's a better hp:sp ratio than any other cure spell. Although it can't be used during combat, flee-drink-return works for long fights. Any character except a drow can enjoy the benefits.
