This device has moving parts, even when it's not wound up.  Of all the
gnomish devices you've seen, this one makes most seem relatively simple. 
Steam escapes every few minutes from cylinder vents.  The little figure is
supposed to look like a gnome, but the only part that looks gnomish is the
head.  The mouth opens and there are eyes that actually move inside little
eye sockets.  The mouth opens, and a billows sucks in air and presumably
moisture to keep the device running.  A key in the back activates it, but it
seems mostly automated.
